Opening with the chilling 911 call from the 2010 West Memphis Police Shootings, Sovereign traces the parallel stories of Chief of Police John Bouchart and Joe Kane, a 16-year-old boy raised under his father Jerry’s radical sovereign citizen beliefs. As Jerry rejects the legal system and drags Joe deeper into a life on the run, Bouchart struggles with his own bond to his police academy graduate son. These fractured father-son relationships collide in a devastating confrontation with law enforcement, exposing the destructive power of extremist ideology and the fragile line between freedom and delusion.
